Water-service rates are based on the real costs of treating and delivering water to customers, and are regulated by state public utilities commissions (PUCs). All Kentucky American Water customers are charged rates approved by the Kentucky Public Service Commission.
To determine rates, Kentucky American Water and the PSC staff study costs of construction, maintenance, operation, administration and financing. The months-long process includes a variety of requests for additional information, public hearings, written and oral testimony under oath, cross-examination and more. The state Attorney General's Office is part of the proceeding, as well as other parties. After thorough examination of all evidence, the PSC makes a decision regarding rates.
