H2O Help To Others Program™
Assisting Customers Who Need it The Most
New Jersey American Water assists residential customers who qualify through its H2O Help to Others Program™, administered by SHARES. For more information or to apply, visit www.sharesnation.org. There are two main components of the program: grants and Universal Affordability discounts.
Grants
Customers who qualify may receive a grant of up to $500 to help pay their water and/or wastewater bill. To qualify for this program, customers must be at or below 300% of the Federal Poverty Level. NOTE: Grants are available to qualifying customers once every three years for indoor water and wastewater use.
You are automatically eligible for this if you are currently enrolled in any of the following programs: Lifeline Communications Program, LIHEAP, Medicaid, SSI, SNAP, TANF, Veteran’s and Veteran’s Survivor’s Pension, and USF.
Universal Affordability Discount
Customers who qualify may receive a discount on their monthly fixed water and/or wastewater service charge and volumetric charge.
- Discount - Water: For water customers who qualify, there is a tiered discount ranging from 15-60% of the Fixed Service Charge and volumetric Water Charge depending on household income levels. To qualify for this program, customers must be at or below 200% of the Federal Poverty Level.
- Discount - Wastewater: For wastewater customers who qualify, there is a tiered discount ranging from 15-60% of the Fixed Service Charge and Volumetric Wastewater Charge depending on household income levels. To qualify for this program, customers must be at or below 200% of the Federal Poverty Level.

Payment Arrangements & Installment Plans
If you cannot pay your bill by the due date, please contact our customer service center at 1-800-272-1325 BEFORE the due date. They will work with you to determine payment plan options that may be available.
Budget billing is a free service available to residential customers that makes managing your cashflow easier. It provides predictable monthly payments while avoiding seasonal spikes that may be difficult to pay when not planned for in advance. Winter Termination Program Available November 15 - March 15
If you are having trouble paying your residential electric, sewer and water service bills this winter, the NJ Department of Community Affairs has a program to protect you from having these utilities turned off from November 15 through March 15.
Who is Eligible?
You qualify for protection during this period if you are being helped by one of the programs listed below:
- Federal Home Energy Assistance Program (HEAP)
- Temporary Assistance to Needy Families (TANF)
- Federal Supplemental Security Income (SSI)
- Pharmaceutical Assistance to the Aged and Disabled (PAAD)
- General Assistance (GA) benefits
- Universal Service Fund (USF)
- Low-income Household Water Assistance Program
- Lifeline Credit Program
OR
- You are unable to pay your utility bills because of circumstances beyond your control such as unemployment, illness, medically related expenses, recent death of an immediate family member, and any other circumstances, which might cause financial hardship.
What do you have to do?
- If you qualify for protection from shut-off during this period, you should contact your utility company to advise the company that you are eligible for coverage under the State’s Winter Termination Program. You should also pay as much as you can on your bill(s) during the winter.
- Customers also have the option to complete the following Self-Certification form and provide this form to their utility company as a way of notifying the company of their eligibility for protection. When using the Self-Certification form it is recommended that a copy of the form be retained for one’s personal records. Click here for the Self-Certification Form.
Please note that completion and submission of the Self-Certification form to your utility company is NOT required in order to receive protection under the Winter Termination Program. Protection under the Winter Termination Program can be obtained by verbally advising your utility company(ies) of your eligibility or by submitting this Self-Certification form to the utility company. In either case, please contact your utility company’s customer service number to report your eligibility and/or learn how it wishes to receive the Self- Certification form. You should also log onto DCAid: https://dcaid.dca.nj.gov/en-US/are-you-eligible or contact NJ211 at 211 or 1-877-652-1148 for possible assistance with your utilities.
Medical Need Certification
If you or someone who resides in your home has an emergency medical condition that would be adversely affected by water service interruption and you are having difficulty paying your bill, call us at 1-855-669-8753. In addition to other deferred payment arrangements we offer, you may be entitled to a medical emergency service continuance pursuant to N.J.A.C. 14:3-3A.2(i). If you meet the requirements of this regulation, your water service will be continued for up to three (3) months. To qualify, you must call the Company and we will fax a medical emergency certificate to your licensed physician or nurse practitioner to be completed and returned to us.
New Jersey 211
In addition to New Jersey American Water’s H2O Help to Others Program, there are a number of energy and heating bill assistance programs and government programs for those who qualify. For a full list of local community resources, New Jersey residents can search the online database at www.nj211.org and view a comprehensive listing of the state’s energy programs. Customers may also dial “2-1-1” 24 hours a day, seven days a week for help in finding available assistance services.
