WE'RE PROUD TO BE YOUR NEW WASTEWATER PROVIDER
Pennsylvania American Water has completed the acquisition of the Elizabeth Borough Municipal Authority (EBMA) wastewater system. We have been providing high-quality, reliable water and wastewater services to communities across the state for well over a century, and we’re committed to delivering that same standard of excellence to you as our new wastewater customer.
You’re in good hands.
Our focus is to provide you with safe, reliable water and wastewater service – and we have the people and technologies in place to get the job done right. As our valued customer, we wanted to share with you some information about the services we provide, as well as some changes that will be taking place over time.
About your rates.
As part of the sale agreement, we have adopted EBMA’s current rates. Pennsylvania American Water is regulated by the Pennsylvania Public Utility Commission, and any future proposed changes in rates will be subject to extensive governmental review and approval.
Additionally:
- The current rates of EBMA customers will not change as a result of this acquisition until the conclusion of Pennsylvania American Water’s pending base rate case on August 13, 2026. At that time, the rates of the average EBMA customer could increase as follows:
|
Rate Class |
Average Usage | Estimated Monthly Increase | Estimated Percentage Increase |
| Residential | 3,164 gallons/month | $17.13 | 28.4% |
| Commerical | 20,802 gallons/month | $60.42 | 30.0% |
- Pennsylvania American Water is proposing to move the system closer to its Rate Zone 2 system-average wastewater rates consistent with principles of gradualism to avoid rate shock.
- These amounts could change and will depend on how the PUC chooses to apportion any increase among different types of utility service, rate zones and classes of customers.
