West Virginia American Water Hosts Rep. Carol D. Miller at Kanawha Valley Treatment Plant to Highlight Infrastructure Investment
Charleston, W.Va., (June 20, 2025) – West Virginia American Water recently hosted U.S. Rep Carol D. Miller (WV-01) at its Kanawha Valley Water Treatment Plant for a tour highlighting the company's industry-leading water treatment approaches and infrastructure solutions and a roundtable discussion on legislative priorities impacting utility industries.
“We were honored to welcome Representative Miller to our Charleston facility,” said West Virginia American Water President Scott Wyman. “Her leadership and advocacy for infrastructure investment are vital to ensuring we can continue delivering safe, clean, and reliable water to the communities we serve.”
The roundtable focused on Rep. Miller’s newly introduced RESILIENCE Act of 2025 (Repair Expenditures Support Infrastructure, Labor Investment, Energy Needs, and Creates Equity Act), which would allow regulated utilities to deduct repair expenditures under the Corporate Alternative Minimum Tax.
“Water utilities are capital-intensive industries,” said Christine Keck, Vice President, Chief Legislative and External Affairs Officer at American Water. “American Water and other providers invest billions to maintain and improve their systems, ensuring safe, clean and reliable service. As it stands without a repairs adjustment, costs for utilities are increased. Congresswoman Miller's legislation would codify this adjustment, benefiting customers – we applaud her for this forward-looking policy.”
Recently, the Kanawha Valley Treatment Plant received a 15 Year Directors level Partnership for Safe Water award for water quality excellence from the American Water Works Association. The recognition highlights efforts in continuously optimizing water treatment plant and distribution system operation and performance.
West Virginia American Water provides water service to 195,760 constituents in Rep. Miller's district. Over the past decade, the company has invested over $736 million in infrastructure projects and capital upgrades to address aging infrastructure across the Mountain State, including more than 168 miles of new water main.
West Virginia American Water plans to invest more than $112 million in infrastructure upgrades across the state in 2025, supporting the economic health of communities across the company’s service area. Economic impact studies show that for every $1 million invested in water infrastructure, upwards of 15 jobs are generated throughout local economies.
