Pennsylvania American Water Announces $4.8 Million Clarion County Wastewater System Upgrade

Clarion Borough, Pa. (November 30, 2022) – Pennsylvania American Water today announced a $4.8 million investment to upgrade its Clarion and Paint-Elk Wastewater systems. The investment will improve the systems’ resilience, reliability, and safety for customers and the environment.  

"These system improvements will eliminate the risks associated with chlorine gas, enhance safety for our employees and customers, and heighten our ability to be good stewards of the Clarion River Watershed,” said Pennsylvania American Water Northwest Operations Director Jake Gentile.

Clarion Wastewater System Improvements

Pennsylvania American Water is eliminating chlorine gas at its Clarion Wastewater Treatment Plant located in Monroe Township, Clarion County, and transitioning to an ultraviolet (UV) light disinfection system. The new UV system will have the capacity to disinfect approximately 2.9 million gallons of treated wastewater daily at the Clarion Wastewater Treatment Plant.

Pennsylvania American Water also is installing a cascade aeration system at the wastewater plant to help maintain a high quality of treated water, which is essential to aquatic life. The cascade system introduces air into the treated water before it is discharged into Trout Run and the Clarion River.

The company also is replacing the system’s 30-year-old Hemlock Ridge lift station. The new facility will include communications equipment to monitor pumping and backup power to maintain reliable, uninterrupted operation. Completion of these wastewater system upgrades is expected by March 2023. The Clarion System serves nearly 5,500 people in Clarion and portions of Strattanville Boroughs and Clarion and Monroe Townships.

Paint-Elk System Improvements

Pennsylvania American Water is also eliminating chlorine gas at its Paint-Elk Wastewater Treatment Plant located in Elk Township, Clarion County, and transitioning to a new liquid sodium hypochlorite system for disinfection.

The new liquid sodium hypochlorite system replaces chlorine gas and has the capacity to disinfect 600,000 gallons of treated wastewater daily at the Paint-Elk wastewater treatment plant and return it to Paint Creek and the Clarion River Watershed.

The wastewater treatment plant lift station is also being replaced. The 30-year-old lift station is a key part of the treatment process and is nearing the end of its useful life. Completion of these wastewater system upgrades is expected by March 2023. The Paint-Elk System serves nearly 1,200 people in Elk and Paint Townships and Shippenville Borough.
