Missouri Public Service Commission Continues Inclining Block Rate Pilot Program in Mexico
MEXICO, MO (May 27, 2021) – The Missouri Public Service Commission has approved a continuation of Missouri American Water’s inclining block rate pilot program in Mexico, with new rates to take effect May 28.
“We are committed to meeting the needs of our customers by carefully planning and investing in our systems to provide safe, clean, and reliable service,” said Patrick Kelly, operations manager for Missouri American Water. “The continuation of the inclining block pilot program provides our customers with a greater ability to lower their bills through wise water usage.”
The inclining block rate pilot program first began in 2018 to encourage water efficiency. Under an inclining block rate, water rates increase with usage, so customers who use low amounts of water pay less per gallon than customers who use large amounts of water.
The Commission approved the following inclining block rates for volumetric usage:
- First 3,000 gallons = $5.7266 per 1,000 gallons
- Next 7,000 gallons = $7.1583 per 1,000 gallons
- Over 10,000 gallons = $7.9027 per 1,000 gallons
Most residential customers in Mexico will see lower rates because of the new billing structure. Residential water customers using more than 5,000 gallons per month will see a slightly higher bill. Customer bills are comprised of both a volumetric usage charge and a fixed customer charge, which is $9.00 per month for most residential customers based on a 5/8” meter size.

The decision to continue the inclining block rates was part of a rate review process that began last year. The Commission’s rate order includes approximately $620 million in water and wastewater system improvements made by Missouri American Water since the end of 2017.
